Board of Directors

 

Assuming the overall governance of SIMPDF is the Board of Directors. The board members with their diverse background bring to SIMPDF a wealth of perspectives and experience. Comprising majority independent elected members, the Board is responsible for the strategic direction and policies of SIMPDF to fulfil its mission. It provides governance oversight on leadership, financial, risk and audit matters with the support of committees namely the Nomination Committee, Finance Committee, and Audit and Risk Committee.

As part of good corporate governance, we have an independent reporting channel for individuals to raise concerns of misconduct, irregularities or malpractices on our staff and vendors. Individuals’ identity will be kept confidential and their concerns duly investigated.

SIMPDF takes whistle blowing very seriously and will review all reports and initiate investigations where possible. SIMPDF has appointed CLA Global TS​, an independent whistleblowing service managed by CLA Global TS, to handle this on their behalf. Click here to report.

Patrick Tay

Member of Parliament, Pioneer SMC

Patrick joined NTUC in 2002 and was appointed as its Assistant Secretary-General in 2014. He was elected to the NTUC Central Committee in 2015 and is also the Director of Strategy & Legal Services. Patrick holds various appointments across NTUC affiliated unions including sitting on several boards. In addition, he is a Member of Parliament for Pioneer Single Member Constituency and Chairman of the West Coast Town Council. Patrick also takes on the role of Chairman of the Government Parliamentary Committee (GPC) for Education, member of the GPC for Home Affairs and Law, Councillor for the South West Community Development Council, and Deputy Chairperson of REACH Supervisory Panel.

Poon Joe Keen

Group Chief Executive Officer, Singapore Institute of Management Group Limited

Mr Poon Joe Keen was appointed Group Chief Executive Officer (GCEO) of the Singapore Institute of Management (SIM) in October 2024. He brings nearly 30 years of senior leadership experience, having previously served as President, Asia Pacific at Wey Technology.

Joe Keen has held executive roles across Asia and Europe, He is actively engaged in corporate governance and technology, serving on the Governing Council and EXCO of the Singapore Institute of Directors, the Association of AI Professionals, SGTech’s Talent Steering Committee.

Prior leadership roles include President, Singapore and Southeast Asia at Kaplan Inc., Managing Director and Group Chief Technology Officer at Surbana Jurong, and President of Xchanging. Earlier in his career at Microsoft, Joe Keen won multiple awards (Circle of Excellence, Champions Award, Worldwide IW Sales & Marketing Award), leading the growth of both core business lines and emerging mobile device markets. His consulting experience includes time at Deloitte Consulting in London and the Infocomm Development Authority of Singapore.

A recipient of the Public Service Commission Scholarship (Singapore Government, 1990), Joe Keen holds master’s degrees from Imperial College London and Swansea University, and an undergraduate degree from King’s College London.

As GCEO of SIM, Joe Keen is dedicated to inspiring, upskilling, and empowering individuals and organisations through continuous learning at every stage of life.

Lam Yi Young

Yi Young is the former Chief Executive Officer of the Singapore Business Federation. Prior to that, he spent 24 years in the Singapore Civil Service, including 11 years in Senior Public Sector Leadership positions. Yi Young also sits on the boards of the Community Foundation of Singapore and Community Chest Singapore.

Kimsuka Narasimhan

Kimsuka brings with her more than three decades of experience in the consumer goods industry, having held leadership positions in Finance and Strategy in leading companies like Unilever, PepsiCo and Kimberly-clark. She has been on Boards of listed and not-for-profit entities for over a decade, as well as chairing several Board Committees. She is a published author for both finance and fiction, and actively participates in women’s professional and leadership initiatives. Kimsuka has also won numerous industry awards.

Huang Shao-Ning

Founder & Chief Angel, AngelCentral Pte Ltd

Shao-Ning began her career as a technology startup (JobsCentral Group) co-founder in 2000. She and her team built the business over 14 years into a top ASEAN job portal, exited to a USA MNC and semi-retired in 2014 to devote time to family and the startup/venture space. Owning a rare and early success story in the ASEAN ecosystem, Shao-Ning understands the support needed for startup founders. In 2018, her founder-kopi-chats and ad-hoc incubator and community venture work culminated in her decision to set up AngelCentral to bridge good startup founders with angel investors. As the most active angel investing club in the region, AngelCentral angels have collectively funded >20M USD into ASEAN startups.

Yong Zen Yun

Partner, PwC Singapore

Zen Yun joined PricewaterhouseCoopers LLP Singapore (PwC) in 2002, and is currently the Technology, Media and Telecom Assurance Leader and the International Financial Reporting Standards Accounting Technical Leader in PwC Singapore. She is an expert on financial reporting under the Sarbanes-Oxley 404 Act and has provided advise to companies planning to go public in the United States of America.  An active speaker in the accountancy profession who supports the development of financial reporting guidance for emerging topical issues relevant to the profession in Singapore. She serves as a member of Financial Statements Review Advisory Panel in the Institute of Singapore Chartered Accountant and a member of the Membership Committee in the CPA Australia Singapore Dvision. She also sits on the boards of the School of the Arts Singapore and Children’s Museum of Singapore.

Elizabeth Chau

Consultant, NUS Investment Office

Elizabeth has more than 30 years’ investment experience with the Government of Singapore Investment Corporation (GIC). During her tenure, she managed global fixed income and currency portfolios and set up global fixed income and currency trading capabilities for GIC. She was appointed Deputy Head, Global Trading in 2012. She also led her team in centralised liquidity deployment, funding and securities financing. She sat on GIC’s Currency Risk Management Committee and was a member of the Singapore Foreign Exchange Market Committee (SFEMC). As part of the Global Leadership Group, Elizabeth was among a select group of MDs who held enterprise leadership roles.
